8. DISCUSSION ITEMS
8.1 Urgency Ordinance No. 1625 - Establishing a Moratorium on Cannabis Cultivation Warehouses, Manufacturing and Testing
Staff recommends the City Council adopt ORDINANCE NO. 1625 an Interim Urgency Ordinance of the City Council of the City of Banning, California, adopting and imposing a temporary moratorium on the submittal and approval of licenses, permits, approvals, or other entitlements for use, including any modification thereof for marijuana cultivation, marijuana cultivation activities, cultivation facilities, manufacturing facilities, testing laboratory facilities, distribution facilities or cannabis microbusiness
8.2 Consideration of Resolution 2026-110, Approving the Purchase of a New IBM Server to Support the Central Square-Naviline ERP Upgrade, Authorizing the Required Installation Services, and Approving a Citywide Naviline Business Process Review and System Re-Implementation

8.3 Informational Update: Existing Vacant Property Registration and Enforcement Framework Under Banning Municipal Code Chapter 8.12 and Ordinance No. 1589
That the City Council receive the report, discuss the information presented, and provide direction to staff, as deemed appropriate.
8.4 Professional Services Agreements for On-Call/As Needed CEQA/NEPA Services
The Community Development Department recommends the City Council take the following actions:
- Authorize the City Manager to execute a Professional Services Agreement between the City of Banning and PlaceWorks, Inc., to provide on-call CEQA/NEPA services;
- Authorize the City Manager to execute a Professional Services Agreement between the City of Banning and Albert Webb & Associates to provide on-call CEQA/NEPA services;
- Authorize the City Manager to execute a Professional Services Agreement between the City of Banning and Environmental Planning Development Solutions, Inc., to provide on-call CEQA/NEPA services;
- Authorize the City Manager to execute a Professional Services Agreement between the City of Banning and Kimley-Horn Inc., to provide on-call CEQA/NEPA services; and
- Authorize the City Manager to execute a Professional Services Agreement between the City of Banning and Michael Baker International, Inc., to provide on-call CEQA/NEPA services;
8.6 Consideration of Resolution 2026-104 Approving a Contract with Clean Energy for the Compressed Natural Gas (CNG) Fueling Station Maintenance Program

8.7 Adoption of the City of Banning’s Social Media Policy for Public Officials.
Adopt Resolution 2026-122
In light of the United States Supreme Court opinion in Lindke v. Freed (2024) 601 U.S. 187, it is recommended that the City of Banning adopt a Social Media policy that (1) clearly delineates between official social media accounts and personal accounts while discouraging hybrid accounts, and (2) establishes that all official social media accounts are intended to provide one-way informational communications only from the City to the public.
8.8 City Council Resolution of Support for the “Our Neighborhood Voices" Ballot Initiative to Amend Article IX of the California Constitution related to Zoning and Land Use Matters of Local Authority
A the request of Mayor Richard Royce, adopt Council Resolution No. 26-113 supporting the “Our Neighborhood Voices" Ballot Initiative.
